През 2000 г. се включва в организирането на безплатно пътуване на участниците в Общобългарския събор «Рожен 2000», иницииран от президента на Република България Петър Стоянов. Подпомага представянето на Киевското дружество за българска култура към Асоциацията на българите в Украйна в провежданите от Главното управление по националностите и миграцията към Киевската градска администрация празници на културата на етносите на Украйна «Фолклорама»; организира провеждането на презентацията на българската винарна «Пълдин» в Киев с блестящия концерт на прочутото семейство Димитрови, преподаватели по народна музика и инструменти в Бердянск, изпратени от България. Това беше изключително вълнуваща изява, посветена на красотата на българската природа и фолклор, традициите и трудолюбието на българина. Винаги намираше начин да поощри заслужилите участници в провежданите мероприятия, поемайки разноските по пътуването до прародината. Като многодетен грижовен баща с голяма нежност се отнасяше към децата и като член на Попечителския съвет не оставяше без внимание учениците от столичния лицей №293 с изучаване на български език: победителите в конкурсите на детската рисунка бяха наградени с безплатна почивка във Варна от Румен Спасов. От 2005 г. спонсорира традиционните пътувания на българската общност до с. Круподеринци, Виницка област, където е живял и е погребан граф Николай Павлович Игнатиев, дипломатът, поставил своя подпис на Санстефанския мирен договор на 3 март 1878 г. <br />През 2011 г. по препоръка на посланик Димитър Владимиров г-н Спасов оглавява Международния благотворителен фонд (МБФ) «Хан Кубрат» и безспорно най-голяма е заслугата му за възобновяването дейността на Фонда. Благодарение на неговата силна мотивация, умението да убеждава, да увлича с ентусиазма си, успява да събере съмишленици и проявявайки максимум усилия и търпение да активизира набирането на средства за изграждането на Мемориален комплекс «Хан Кубрат» в с. Мала Перешчепина, Новосанжарски район, Полтавска област. Мечтаеше това свято място да се превърне в българската Мека, където ще се събират нашенци от цял свят… С чест преминават тържествата през 2012 г., посветени на 100 годишнината от разкриването на златното съкровище и гроба на Великия Владетел, а в проведения пет години по-късно Събор участват и волжски татари, башкирци, липовани, таджики… Желанието на Румен Спасов достойно да отстоява поверената му мисия буди доверие и продължава да печели симпатии сред българите от цял свят. За своята активна дейност по опазването на българското културно и историческо наследие е удостоен със званието «Човек на годината-2012» от Асоциацията на българите в Украйна. Румен Спасов направи изключително много за благоустройството на територията и така се радваше на хубавата пътека, водеща до гроба на основателя на Велика България! Беше щастлив! Вярваше в мечтата си! Привличаше хората като магнит с едно невероятно добро излъчване, със своята искреност и жизнелюбие, със заразяващата си всеотдайност. Виждаше се отдалеч, нали е бивш национал по баскетбол и шампион на България, а по-късно играеше и в баскетболния отбор на ветераните на Украйна и Молдова, гордееше се с участието си в Международните шампионати на ветераните в САЩ, Австралия, Европа. Закален от спорта, не се спираше пред трудностите и предизвикателствата на живота, успяваше навсякъде. Основател и дългогодишен ръководител на една от най-добрите туристически компании в Украйна «Албена Тревъл» с 20-годишна история, активен общественик, меценат. През 2000 г. се включва в организирането на безплатно пътуване на участниците в Общобългарския събор «Рожен 2000», иницииран от президента на Република България Петър Стоянов. Негова основна задача беше създаването и координирането на организация за честване на 100-годишнината от откриването на погребалната могила и съкровището на възстановителя на Старата Велика България кана патриций Кубрат край днешното украинско село Мала Перешчепина, както и за организиране на изграждането на монументален мемориален комплекс на самото добило известност място. На тази среща подкрепиха инициативата и се включиха в МОК и официални представители на Полтавската областна управа, от Новосанжарското и Малоперешчепинското общински и селски ръководства, както и от множество български землячески организации в Украйна. Още тогава бяха уточнени и ясно обявени три главни стратегии. Именно тогава МБФ «Хан Кубрат» обяви за свой основен преоритет изграждането на мемориалния комплекс и реализира най-активно участие в цялостната организация по честването и набирането на средства. АБС трябваше да се заеме с популяризация на инициативата. Тя обаче не уважи със своето присъствие събранието в българското посолство в Киев, факт, който още тогава създаде тягосно впечатление за ревност, корист и интриги. Дълго време не беше ясно дали Д. Костова подкрепя идеята или не. И дали това поведение още тогава не беше знак за напрежение и разкол сред българските организации в Украйна, което впоследствие можеше да ескалира и да се пренесе в международен план. За съжаление оказа се точно така и след време интригата плъзна и се разви, не без помощта на «варненския» секретариат на Асоциацията на българите по света (АБС) като доведе и в България до прояви на лош пример и користолюбие, търсене на материални и пр. изгоди зад удобната маска на ревностно родолюбие. Стигна се дори до там, че бяха направени най-безцеремонни опити да бъде присвоено всичко направено от МБФ «Хан Кубрат». </span></p>
